In a library faculty meeting on March 1, 2007, Vijay proposed criteria for purchasing of e-books:
- not significantly more expensive than print
- library must retain ownership even after latest edition, but there may be exceptions
- Maintenance (hosting) fee must be reasonable
- Known length of ownership
- locally held
- easy to use through catalog link
