The purchase of equipment used for research purposes, library media and library books for the Connecticut State University System.
BACKGROUND
Section 10a-151a(a) of the Connecticut General Statutes provides that the Board of Trustees shall designate annually an amount to be spent by each campus for the purchase of research equipment, library media and library books. Section 10a-151a(b) of the CGS provides that the Chancellor of the Connecticut State University System shall report annually to the Board of Trustees the amounts expended for research equipment, library media and library books.
ANALYSIS
In FY2004-05, the Connecticut State University System expended $4,653,991 for the purchase of library media and library books. For FY2005-06, the universities budgeted and project to spend $5,412,712. This represents an increase of $758,721 or 16.3% over FY2004-05. For FY2006-07, expenditures are budgeted at $5,793,757, an increase of $381,045 or 7.0%.
For FY2004-05, purchases of equipment for research purposes totaled $4,468 for the Connecticut State University System. Projected research equipment expenditures for FY2005-06 and FY2006-07 are $7,775 and $15,500 respectively.
- For FY2004-05, Central's library purchases amounted to $1,410,184, $50,184 or 3.7% higher than budgeted. For FY2005-06, Central projects library purchases to come in at the budgeted level of $1,721,900, an increase of $311,716 or 22.1% from the prior year. For FY2006-07, Central plans to increase spending to $1,971,900, $250,000 or 14.5% above the prior year. Central expects $1,350 in expenditures for research equipment in FY2005-06, and expects to spend $3,000 in research equipment expenditures in FY2006-07.
- For FY2004-05, Eastern's library purchases amounted to $808,503, $2,672 or 0.3% higher than budgeted. For FY2005-06, Eastern projects library purchases to be at the budgeted level of $861,812, an increase of $53,309 or 6.6% above the prior year. For FY2006-07, Eastern is budgeting $930,757, an increase of $68,945 or 8.0% over the FY2005-06 estimate. In the area of research equipment, Eastern estimates $6,425 in expenditures in FY2005-06 and $7,500 in expenditures in FY2006-07.
- For FY2004-05, Southern's library purchases amounted to $1,856,556, $246,132 or 11.7% lower than the budgeted amount of $2,102,688. For FY2005-06, Southern projects library purchases to remain at the budgeted level of $2,070,000, $213,444 or 11.5% greater than prior year; and for FY2006-07, Southern is budgeting $2,132,100, an increase of $62,100 or 3.0% from prior year. In the STAFF REPORT FINANCE & ADMINISTRATION COMMITTEE area of research equipment, Southern expects no expenditures in FY2005-06 and $5,000 in expenditures in FY2006-07.
- For FY2004-05, Western's library expenditures amounted to $578,748, $127,474 or 18.1% lower than budgeted . FY2005-06 expenditures of $759,000 are expected to remain at the budgeted level, $180,252 or 31.2% above the prior year. For FY2006-07, Western is holding their budget at $759,000. In the area of research equipment, Western estimates no expenditures in either FY2005-06 or FY2006- 07.
CHANCELLOR'S RECOMMENDATION
Approval of projected expenditures for the purchase of equipment used for research purposes, library media, library books and periodicals for the four universities for fiscal year 2007. ~
